Score each link zero, one or two
Zero means absent. One means present but incomplete, inconsistent or unreconciled. Two means reliable and reconciled against the other links. Score honestly: the point of the exercise is to find the gap while it can still be fixed.
- Executed contract, including all amendments, schedules and the order of precedence.
- Event register with stable identifiers used everywhere else.
- Notices, with dates, recipients and the clause relied on.
- Daily fact record: time, place, people, work, cause.
- Installed quantity and output, matched to the same activities.
- Resource records: labour, plant, shift, location, idle time and reason.
- Programme updates preserved natively, with logic changes explained.
- Critical-path narrative for each period.
- Cost ledger coded so that event costs can be separated from ordinary work.
- Mitigation and closure recorded for each event.
Reading the score
- Below 12: remediate immediately. The project cannot currently evidence its own history.
- 12 to 15: workable, with specific gaps that will be attacked. Fix the zeros first.
- 16 to 20: strong coverage. The remaining risk is consistency between links rather than absence.
The link that fails most often
Number nine. Projects capture facts and hours diligently and code costs in a structure that cannot be reconciled to either. When the money question arrives, the cost data cannot be tied to the events, and the claim falls back on estimates and global figures at exactly the point where precision was available.
